The automated information system of a ground cadastre "EARTH AND RIGHT" is intended for operative gathering, accumulation, the analysis of land -cadastral data of natural and legal character at cadastral mapping for the decision of tasks of operative management by territories.
The system allows to carry on the information on land users, the ground areas, the operations spent with the ground areas, and also to fasten this information to electronic maps and to carry out calculation tasks with delivery of accounting materials.
Main functions of "EARTH AND RIGHT" complex:
- Accounting of land users (juridical and physical persons);
- Conducting cadastral division of territory;
- Quantitative and qualitative account of the grounds with their division onto categories, the purposes of use;
- Accounting of right-establishing documents on the ground;
- Registration of the rights, transactions onto the ground area;
- Establishment and registration of charges and servitudes;
- Formation of the statistical reporting;
- Accounting of right-certifying documents on the ground;
- Tracking receipt of ground payments;
- Execution of complex queries for information search;
- Conducting the address register;
- Conducting an on duty cadastral map.
Opportunities on creation of reports and help documents:
- Program complex possesses flexible system of creation of the reporting on the basis of templates of documents which are created and set up by the user;
- All process of setting up and print of documents is carried out with use of opportunities of Microsoft Office system (Word, Excel);
- Together with a complex it is delivered more than 40 kinds of standard and most often used templates of documents;
- Procedures on conducting the list of additional (user) reports are stipulated.
The cadastral information on the ground areas and land users is stored in a relational database. Electronic maps of territory have a format of the GIS Panorama. Source data for the GIS are vector, raster and matrix maps.
The complete set of standard delivery includes a professional vectorizer - "Panorama-editor", allowing to create new and to change existing objects of a cadastral map. At will of the customer the complex can be completed by the block "Geodesy" providing data processing of electronic tacheometr s and GPS equipment.
Convenient information search by various characteristics is stipulated in system:
• by cadastral number;
• by location on a map;
• by the subject of the right;
• by type of the right to a site;
• by purposes of use;
• by the legal address;
• by date of registration;
• and another.
Administrative-territorial division is presented in the form of the hierarchical list. The rigid control of a correctness of each address element is conducted. For reception of the full address it is enough to specify street (any geonim). Owing to hierarchical division the opportunities of search and a grouping of the information extend at creation of accounting and statistical documents.
Methods of entering of the cartographical information:
• Vectoring of the scanned maps-materials;
• Creation of objects of the accounting by the existing coordinates;
• Processing of field measurements;
• Data processing of GPS equipment;
• Processing of materials of air photography;
• Import of the information from other systems.
The system "EARTH AND THE RIGHT" is opened and is delivered with source texts and the full description of structure of a database. Import/export of cartographical data in formats: TXF, SXF, MIF/MID, DXF, SHP (DBF) is supported.
